Fifteenth Proclamation Relating to Affordable Housing, signed September 23, 2025

September 23, 2025

Proclamation Highlights: The latest Emergency Proclamation removes the suspension of section 46-4, HRS, as it is no longer necessary in light of the legislature passing House Bill 2090, which the Governor signed into law as Act 37, SLH 2024.

The proclamation also revises suspensions of section 107-27(a), HRS, Design of state buildings, and section 107-31, HRS, State building code; compliance. These updates aim to clarify which codes should be followed. With the Emergency Proclamation in effect, all designs should comply with the codes previously amended and adopted by the State Building Code Council. The previously adopted state building codes will remain in effect until the State Building Code Council is reinstated and adopts new codes. This will ensure consistency in housing construction during this transition period.
